In Batman Forever, Two-Face does not say "sugar and spice" himself. His henchwomen, Sugar and Spice, are named after the nursery rhyme, but Two-Face primarily interacts with them through gestures and commands like "Urge Sugar over with a whistle" and "Gestures Spice over with a snarl". He also makes comments about the contrasting aesthetics of the light and dark sides of the room where they are standing, saying "It's so dark and gothic and disgustingly decadent... yet so bright and chipper and conservative!"
